What changed for mixtures in 2026

Two instruments amend CLP EC 1272/2008 on dates that concern mixtures. Commission Delegated Regulation (EU) 2023/707 added four new hazard classes to CLP Annex I. Regulation (EU) 2024/2865 revised the labelling and advertising rules, and its application dates were rescheduled by Regulation (EU) 2025/2439.

Which 2026 CLP dates concern mixtures?
Two. Commission Delegated Regulation (EU) 2023/707 added four new hazard classes to CLP Annex I. They are endocrine disruption for human health, endocrine disruption for the environment, PBT/vPvB and PMT/vPvM. Mixtures apply them from 2026-05-01. Separately, Regulation (EU) 2024/2865 revised the label formatting and legibility rules. Those rules, and new information requirements for advertisements and for distance and online sales of hazardous mixtures, apply from 2026-07-01. That schedule comes from Regulation (EU) 2025/2439. No other CLP date falls in 2026 for mixtures.
What must I do about mixtures already on the market?
A mixture placed on the EU market before 2026-05-01 is exempt from the four new hazard classes until 2028-05-01. By that date it must be classified and labelled under them. This transitional period is the live date a supplier can still plan around. For substances the equivalent dates are 2025-05-01, with substances already on the market before then exempt until 2026-11-01.
What is a CLP mixture SDS and how is it different from a regular SDS?
A CLP mixture SDS must classify the mixture as a whole — not just list ingredient hazards — using the bridging principles and calculation methods defined in CLP Annex I. Section 2 of the SDS must state the full CLP hazard classification (class, category, H-statements, signal word) for the mixture itself, and this must exactly match what appears on the product label. Many older SDS documents were prepared under the Dangerous Preparations Directive (DPD) and no longer meet this requirement.
Do I need a UFI code on my SDS and label?
Yes, for hazardous mixtures placed on the EU market. The Unique Formula Identifier (UFI) is a 16-character alphanumeric code that must appear on the label and SDS. It links your product to a Poison Centres Notification (PCN) submitted to ECHA. Consumer and professional-use hazardous mixtures are both in scope. If you are not yet compliant, you need both a PCN submission and a UFI on your documentation.
Who is responsible for CLP compliance — manufacturer or importer?
In the EU, the person who places a substance or mixture on the EU market is responsible for CLP compliance. For EU manufacturers, that's the company itself. For products from outside the EU, the EU importer (the first legal entity to receive the product in the EU) takes on full CLP compliance responsibility. Non-EU companies cannot place products on the EU market without an EU importer who accepts that liability.
