HazCom 2026: what the updated standard changed, and when it applies
OSHA updated the Hazard Communication Standard in 89 FR 44144, published 2024-05-20, aligning it with GHS Rev. 7. A later rule, 91 FR 1695 of 2026-01-15, extended the compliance dates by four months.
Substances are the first deadline, on 2026-05-19. Mixtures follow on 2027-11-19. This page sets out the dates and the changes that alter what a sheet has to say.

What changed, and where it lands in a document
These are the changes that alter content rather than wording. Each one names the SDS section or label element it affects.
- Desensitized explosives become their own hazard class

A substance wetted or diluted to suppress explosive properties is classified in its own right, rather than being read across from the explosive it derives from.
- Revised classification criteria for flammable gases and aerosols

Category boundaries changed, including a distinct category for less severe flammable aerosols. A sheet written under the 2012 criteria can carry the wrong category.
- Small containers may carry a reduced label

Where a full label will not legibly fit, a defined reduced set of elements is allowed on the container, with the full information supplied another way.
- Concentration ranges allowed in place of exact percentages
SDS Section 3
Where an exact concentration is a trade secret, a prescribed range may be given instead. This is an option, not a requirement.
- Relabelling timing tied to release for shipment
Label — § 1910.1200(f)(11)
The rule sets when a container already released for shipment has to be relabelled after new hazard information becomes known.
What this means for your sheets
A sheet written under the 2012 standard is not automatically wrong. It is wrong where the rule changed the classification, and the classes above are where that happens: flammable gases and aerosols, desensitized explosives, and the Section 3 concentration disclosure.
The practical test is per chemical, not per library. Take the products covered by a changed class, read the current Section 2 and Section 3, and have a qualified EHS professional decide whether the classification still holds.

What is the HazCom 2026 compliance date?+
It depends on what you sell. Manufacturers, importers and distributors evaluating substances must comply from 2026-05-19. For mixtures the date is 2027-11-19. Employer-side duties follow at 2026-11-20 and 2028-05-19.
Which revision of the GHS does the updated standard follow?+
GHS Revision 7, published by UNECE in 2017. OSHA adopted it in 89 FR 44144 on 2024-05-20, and 91 FR 1695 on 2026-01-15 extended the compliance dates by four months. The GHS itself has moved on since — Revision 11 was published in 2025 — but the US standard is written against Revision 7.
Do I have to reissue every sheet I already have?+
Not automatically. The sheets that need work are the ones the rule actually changed: substances in the new or revised hazard classes, and any sheet whose Section 2 or Section 3 content is affected. Until the dates above, § 1910.1200(j)(4) allows the 2012 standard, the updated standard, or both.
